The 9.31.8.106.7.207.15 is a hint in every chapter cover of the manga Naruto that is obviously connected to the plot. Let's start at
Chapter 9: The Worst Possible Client.
means the worst possible client is Pein and if you look closely at the top of the door there is a DNA written in it that will explain some of Pein's Secrets due to his DNA.
Chapter 31: Their Own Battles.
If you look closely at the right of the front page. There is a Leaf that has a stick stabbed on it (It represents the Konoha Invasion). and there Naruto standing (A hint that Naruto will save the village) and it also represent that he is truly the Chosen One.
Chapter 8: That's Why You Are Failures!
If you look at it closely Iruka is reading some book that has a sort of a rasenshuriken drawn in it. It resembles that Naruto will complete the FRS and prove that Akatsuki, Taka and of course Madara are Failures.
Chapter 106: Sasuke Fails.
It is a representation that the upcoming Sasuke Invasion will Fail.
Chapter 7: Kakashi's Conclusion
Obviously Kakashi will die. and it'll help Naruto's road to Maturity.
Chapter 207: The Game Is Up.
Naruto's Chidish acts is up now and he must mature. And this is a representation that Naruto will take the attitude of Minato or Jiraiya. Just like Shikamaru adopted Asuma's traits.

It Means That Sasuke or Madara will regain the true power of sharingan.
