This Steam Subscriber Agreement ("Agreement")is a legal document that explains your rights and obligations as a Subscriber.Please read it carefully.

If you are a Subscriber whose primary residence is in oneof the member countries of the European Union (an “EUSubscriber”), your Subscriber relationship is withValve S.a.r.l. (“Valve EU”).For all other Subscribers, your Subscriber relationship is with ValveCorporation (“Valve US”).Except as otherwise indicated at the time of purchase (such as in the case ofpurchases from another Subscriber in a Subscription Marketplace), any purchasesyou make are being made from the Valve entity that you are contracting with.Unless otherwise set forth in the below terms, any reference to “Valve” in this Agreement shall mean Valve EUif you are an EU Subscriber, and shall mean Valve US if you are any otherSubscriber. Any reference to “Valve” in any Rules of Use or Subscription Terms shall, if and as thecontext requires, mean Valve EU, if you are an EU Subscriber, and shall meanValve US otherwise.

3. BILLING, PAYMENT AND OTHER SUBSCRIPTIONS支付购买相关【重要】
ALL CHARGES INCURRED ON STEAM, AND ALL PURCHASES MADEWITH THE STEAM WALLET, ARE PAYABLE IN ADVANCE AND ARE NOT REFUNDABLE IN WHOLEOR IN PART, REGARDLESS OF THE PAYMENT METHOD, EXCEPT AS EXPRESSLY SET FORTH INTHIS AGREEMENT.
所有steam上和steam钱包上产生的付款，均视为预付。你无法进行任何退款，除非用户协议有明确规定。
☆注解：也就是说你已经付的款是不可能退到支付宝或者银行卡里的，就算能退款也只能退款到钱包。
A. Payment Authorization付款授权
When you provide payment information to Valve or to oneof its payment processors, you represent to Valve that you are the authorizeduser of the card, PIN, key or account associated with that payment, and youauthorize Valve to charge your credit card or to process your payment with thechosen third-party payment processor for any Subscription, Steam Wallet funds,or other fees incurred by you. Valve may require you to provide your address orother information in order to meet Valve’s obligations under applicable tax law.
当你提供了你的付款信息时，意味着你作为一个授权用户，拥有付款方式或者CDKEY的授权。VALVE有权要求你提供你的地址或者其他信息以确认是否适用于相关税法。
For Subscriptions purchased based on an agreed usageperiod, where recurring payments are made in exchange for continued use (“RecurringPayment Subscriptions”), by continuing to use theRecurring Payment Subscription you agree and reaffirm that Valve is authorizedto charge your credit card (or your Steam Wallet, if funded), or to processyour payment with any other applicable third-party payment processor, for anyapplicable recurring payment amounts. If you have purchased any RecurringPayment Subscriptions, you agree to notify Valve promptly of any changes toyour credit card account number, its expiration date and/or your billingaddress, or your PayPal or other payment account number, and you agree tonotify Valve promptly if your credit card or PayPal or other payment accountexpires or is canceled for any reason.

If your use of Steam is subject to any type of use orsales tax, then Valve may also charge you for those taxes, in addition to theSubscription or other fees published in the Rules of Use. The European UnionVAT (“VAT”) tax amounts collected by Valve reflect VAT due on the value of anySoftware or Subscription.
如果你在使用steam时被税了，VALVE可能会再次税你一次，除非条款有说明。欧盟增值税则另有规定。

You may use Steam Wallet funds to purchase Subscriptions,including by making in-game purchases where Steam Wallet transactions areenabled. Funds added to the Steam Wallet are non-refundable andnon-transferable. Steam Wallet funds do not constitute a personal propertyright, have no value outside Steam and can only be used to purchaseSubscriptions and related content via Steam (including but not limited to gamesand other applications offered through the Steam Store, or in a SteamSubscription Marketplace). Steam Wallet funds have no cash value and are notexchangeable for cash. Steam Wallet funds that are deemed unclaimed propertymay be turned over to the applicable authority.
你可以使用钱包购买steam上的任何付费内容。钱包中的资金不可退款，不可转让，不可提现。钱包中的资金不构成个人产权,没有steam框架外的价值意义，只能用来购买steam上的订阅 (包括但不限于游戏和其他应用程序)。如果steam钱包中的资金被确认是无人认领的，那么将视为无产权资金由社会管理机构回收。
☆注解：简单说你若挂掉了，你的账号中的钱包余额是不构成财产的，你的子女也不可能继承到的。不过还好，最高上限不是只有2000刀么。
A. Trading and Sales ofSubscriptions Between Subscribers用户间的交易和销售
Steam may include one or more features or sites thatallow Subscribers to trade, sell or purchase certain types of Subscriptions(for example, license rights to virtual items) with, to or from otherSubscribers (“Subscription Marketplaces”). An example of aSubscription Marketplace is the Steam Community Market. By using orparticipating in Subscription Marketplaces, you authorize Valve, on its ownbehalf or as an agent or licensee of any third-party creator or publisher ofthe applicable Subscriptions in your Account, to transfer those Subscriptionsfrom your Account in order to give effect to any trade or sale you make.

Valve may charge a fee for trades or sales in aSubscription Marketplace. Any fees will be disclosed to you in connection withthe trade or sale.

If you complete a trade, sale or purchase in aSubscription Marketplace, you acknowledge and agree that you are responsiblefor taxes, if any, which may be due with respect to your transactions, includingsales or use taxes, and for compliance with applicable tax laws. Proceeds fromsales you make in a Subscription Marketplace may be considered income to youfor income tax purposes. You should consult with a tax specialist to determineyour tax liability in connection with your activities in any SubscriptionMarketplace.
