All international shipping lines,
An Announcement was issued on June 14 2007 by Ministry of Communication to disclose the names of 15 companies who has been unlawfully engaged in the business of non-vessel shipping (The Announcement is accessible in the website of MOC). MOC is going to punish these companies accordingly.
In accordance with the provisions of the Regulations of the People’s Republic of China on International Ocean Shipping and its Implementation Rules, all international shipping lines are forbidden to sign any freight rate agreement with or to accept goods or containers provided by the unlicensed non-vessel shipping operator. The international shipping lines who failed to comply with the above mentioned provisions shall be punished by MOC according to the provision of the Regulations of the People’s Republic of China on International Ocean Shipping.
All international shipping lines who operates the international liner shipping business into and out of Chinese ports are hereby required to take an overall review on its liner shipping business in China, and to correct immediately its acts if there is any prohibited businesee relation with the unlicensed non-vessel shipping operator. All international shipping lines are required to submit an reviewing report in writing (duly signed by president of the company) to MOC no later than 15 July 2007.

Announcement on Diclosure of the Names of
the Unlicensed Non-Vessel Shipping Operators
In accordance with the provisions of the Regulations of the People’s Republic of China on International Ocean Shipping and its Implementation Rules, the below operators (see the attachment of the name list) who have not yet obtained qualification to operate the non-vessel shipping business through making the registration with MOC, shall stop immediatlely its the non-vessel shipping business in China. All international shipping lines are forbidden to sign any freight rate agreement with or to accept goods or containers provided by the unlawful operator. No entities or individuals within China shall sign on behalf anyone any bill of lading which has not been registered with MOC. MOC is going to punish these unlawful operators accordingly.
In the meantime, MOC would like to request all cargo owners to be careful and not to accept any bill of lading which has not been registered with MOC.
