The EU constitution
Spurred by the enlargement of the European Union (or perhaps using enlargement as an excuse), Europe's leaders decided to overhaul its institutions. To that end, in 2002 they launched a “constitutional convention” chaired by Valéry Giscard d'Estaing, with delegates from all members and members-to-be. The tension between making the EU work better and maintaining national sovereignties proved to be too much for the draft's text, which floundered in December 2003.
The basic terms of the revived EU constitution, or “constitutional treaty,” are now plain to see, though by no means simple. The document has survived by means of compromises struck between popular majorities and the smaller states. It organises other EU treaties into a single document and commits members to common policies of defence, asylum and immigration, and to stewardship under a single president. On the whole, the text tends to grant too broad a writ for the union and neglects to install clear checks and limits to its further growth.
National governments and voters have the last word and their mood has grown dour. The document must be ratified in 25 countries, ten of which are holding popular referendums. Campaigning is under way in Britain, where odds weigh against the constitution’s passage. More ominously, its survival has come to seem unlikely even in Europhilic France—where its failure might appear (wrongly) to threaten the entire EU project and is likely to upend the national government. With so many hurdles before it, the constitution's best friend may be the widespread vagueness as to its ultimate point.

Britain backs curb on cheap flights

The majority of Britons believe that there must be restrictions on cheap air travel if the increasing problem of global warming is going to be tackled.

Iraqi leaders completed a draft Monday night and submitted it to parliament, but with only minutes to go before a midnight deadline, they delayed a vote to give them time to convince Sunni Arab negotiators to accept it.
